Putin makes changes to Russian military and security councils

Russian President Vladimir Putin made several personnel changes to key defense and security bodies. He added Moscow Mayor Sergei Sobyanin to the board of the Military-Industrial Commission, which oversees arms production. Putin also removed Sergei Ivanov, a former defense minister, from the Security Council.

In a separate move, Putin approved new regulations for the troops of the National Guard, a major internal security force.
