EU member states raise concerns about fraud and funding rules

Several European Union countries are raising issues with different EU financial systems. Slovakia is being called a central hub for VAT fraud, which is a type of tax evasion. Separately, the Polish development bank BGK is setting up a new facility to manage EU funds, and Prague is asking for a five-year freeze on the EU's original carbon pricing scheme.
