EU pledges to find way to fund Ukraine despite Hungary's veto

European Commission President Ursula von der Leyen says the EU will find a way to provide a loan to Ukraine, even though Hungary has vetoed the funding. She vowed the funding would happen 'one way or another' as a summit ended.
